Donald Trump’s proposed nuclear-powered battleship may never be built. It could be abandoned by Congress, cancelled by a later administration or defeated by the same industrial constraints now delaying America’s submarine programs.
Australia should nevertheless pay close attention.
The importance of Trump’s proposed “Golden Fleet” is not that a battleship will literally take a completed reactor intended for an Australian submarine. The reactor design proposed for the new ship is reportedly derived from the A1B plant developed for Ford-class aircraft carriers, not the smaller propulsion system used in Virginia-class submarines.
The danger is broader. A new fleet of nuclear-powered surface warships would compete for money, nuclear engineers, specialist manufacturers, reactor components, shipyard capacity, regulatory attention and political priority within an American naval-industrial system that is already struggling to meet its existing commitments.
That system is supposed to provide Australia with three second-hand Virginia-class submarines beginning in the 2030s. It is also receiving billions of Australian taxpayer dollars to increase American submarine capacity.
Yet the ships remain conditional, the delivery timetable remains vulnerable, and the companies supplying the program continue to receive enormous contracts whether or not Australia eventually obtains submarines on the promised schedule.
Trump’s battleship therefore exposes something much larger than a reactor bottleneck. It exposes the weakness of an Australian defence policy built around foreign political decisions, ageing second-hand submarines and a weapons industry that is paid long before strategic capability is delivered.
A battleship built around presidential spectacle
Trump announced his proposed new battleship as part of a “Golden Fleet” intended to restore American maritime power. The first ship, USS Defiant, has been presented as an enormous nuclear-powered surface combatant armed with large numbers of missiles, hypersonic weapons, lasers and other advanced systems.
The project has the unmistakable imprint of presidential vanity. Trump has emphasised the vessel’s size, appearance and symbolic power, and reportedly expects to participate in its design.

The proposed ship would reportedly displace about 31,000 to 35,000 tonnes and could cost more than US$17 billion for the first vessel. The United States Navy is said to envisage a fleet of up to 15 ships by 2056, although the project remains at an early stage and its final design, cost and congressional funding are far from assured.

The ship is unlikely to resemble a twentieth-century battleship in any meaningful operational sense. Its main weapons would be missiles rather than heavy guns, and its value would lie in electrical power, endurance, sensor capacity and the number of weapons it could carry.
But size also creates vulnerability. A ship costing tens of billions of dollars would be a highly visible and extraordinarily valuable target in an environment saturated with satellites, submarines, drones, long-range missiles and networked surveillance systems.
The United States may eventually decide that a small number of giant surface ships provides less combat value than a larger and more dispersed force of submarines, aircraft, unmanned systems and land-based missiles.
Australia cannot assume that strategic logic will prevail over presidential preference, congressional politics or industrial lobbying.
The reactor problem is real, but it is not as simple as it appears
The battleship would not simply take a Virginia-class reactor off a production line.
American naval reactors differ according to the type and size of vessel they power. The proposed battleship is reportedly intended to use technology derived from the A1B carrier reactor. Virginia-class submarines use a different propulsion plant.
That distinction matters because it would be inaccurate to claim that a reactor built for an Australian submarine could simply be diverted into USS Defiant.
The underlying industrial problem is nevertheless serious.
The American naval nuclear enterprise depends on a small group of highly specialised companies, government laboratories, shipyards and nuclear-qualified workers. Reactor vessels, control systems, specialist forgings and other components must be produced and certified to exacting military nuclear standards.
BWX Technologies is one of the most important companies in that system. In July 2025 it announced naval nuclear propulsion contracts worth approximately US$2.6 billion. The work primarily supports Virginia and Columbia-class submarines, together with some Ford-class aircraft-carrier components, and is scheduled for delivery over six to eight years.

A new nuclear-powered surface fleet would create additional demand for the same broad industrial ecosystem. Even where the precise reactors and components differ, the programs would compete for nuclear engineers, production facilities, quality-control personnel, specialist materials and government funding.
The risk to Australia is therefore not direct reactor substitution. It is the addition of another politically favoured naval program to a production system already unable to deliver submarines at the rate assumed by AUKUS.
Australia is no longer expecting even one newly built Virginia submarine
The original AUKUS pathway envisaged Australia receiving at least three Virginia-class submarines from the United States.
The initial plan contemplated two in-service submarines from the American fleet and one newly constructed Virginia-class boat. Australia retained an option to seek approval for up to two additional submarines if delays emerged in the later SSN-AUKUS program.
That arrangement changed in May 2026.
Australia, the United States and Britain announced that all three of the initial submarines supplied to Australia would now be in-service American boats. In ordinary language, Australia is planning to buy three second-hand submarines.

The Australian government says the change will simplify training and maintenance because Australia will not need to operate a mixture of older in-service submarines and a differently configured newly built boat. It also says there will be savings, although the reduction is not expected to transform the overall cost of AUKUS.
There may be practical logic in operating three submarines of a similar configuration. But the new arrangement also reveals the extent of the compromise Australia has accepted.
Australia is not receiving priority access to newly constructed submarines. It is hoping that the United States will be willing and able to remove three functioning vessels from its own fleet and sell them to the Royal Australian Navy.
The first is reportedly intended to arrive in 2032, followed by another approximately every four years. The exact submarines have not yet been publicly identified.
That means their age, condition, accumulated reactor use, maintenance history, remaining service life and refit requirements are not yet known.
A Virginia-class submarine is generally designed for a service life of about 33 years. Depending on which boats are selected, Australia could receive submarines that have already completed a substantial portion of their operational lives.
The transfer price is therefore only one part of the eventual cost. Australia may also need to finance extensive maintenance, certification, modifications, weapons integration, infrastructure and crew conversion before the vessels can enter effective Australian service.
A second-hand nuclear submarine is not comparable to buying a used conventional ship. Its remaining value depends on the condition of the reactor plant, pressure hull, sensors, combat system and thousands of safety-critical components, as well as the availability of American technical support.
Calling them “in-service” submarines does not alter the fact that they will be used assets transferred from another navy because the United States cannot readily produce enough new submarines to supply Australia.
The submarines are authorised, but they are not guaranteed
Australian government statements often present the Virginia acquisition as though congressional authorisation settled the matter.
It did not.
The United States Congress authorised the transfer of up to three Virginia-class submarines through the National Defense Authorization Act for fiscal year 2024. But American law still requires political and strategic determinations before an individual transfer proceeds.

The legislation allows the US president to transfer submarines from the Navy’s inventory. That authority is not the same as an unconditional obligation.
The United States will assess whether releasing a submarine is consistent with its own military requirements. Any American administration facing a shortage of operational attack submarines will naturally prioritise the United States Navy.
This is particularly important because AUKUS does not merely require America to maintain its existing construction rate. US industry must build enough submarines to replace the boats transferred to Australia, reduce an accumulated construction backlog and support America’s own fleet requirements.
A Congressional Research Service report stated that industry needs to increase Virginia production first to two boats a year and then to approximately 2.33 boats a year to meet US requirements, replace the submarines sold to Australia and reduce the backlog.

Virginia-class production has remained well below the rate required. More money has been committed, but production has not yet increased sufficiently to remove the delivery risk.
The revised plan for second-hand boats does not solve that problem. It changes its form.
Instead of waiting for a new submarine to emerge from an overloaded construction line, Australia must wait for Washington to decide that it can surrender an operational submarine from an already constrained fleet.
America’s maintenance crisis makes the second-hand plan more precarious
The number of submarines formally held by the United States Navy is not the same as the number available for combat.
American attack submarines have suffered serious maintenance delays caused by insufficient dry-dock capacity, workforce shortages, late materials and inadequate planning.
A submarine waiting years for maintenance may still appear on the fleet register, but it does not provide operational capability.
The United States Government Accountability Office reported that attack submarines accumulated thousands of days of inactive idle time between 2016 and 2025. It warned that, without effective mitigation, 15 submarines could accumulate more than 14,000 additional idle days through 2030.

This matters directly to Australia.
If the United States has too few operational submarines because boats are trapped in maintenance, Washington will be even less willing to transfer usable Virginia-class submarines to the Royal Australian Navy.
It also raises a second concern. Australia needs submarines with sufficient remaining life and acceptable maintenance histories. Washington will have an obvious incentive to retain its newest, most capable and least maintenance-intensive boats.
The United States may act entirely within the agreement and still offer Australia submarines that are older, more heavily used or closer to major maintenance periods than Canberra would prefer.
That is not an accusation of bad faith. It is the predictable result of two countries pursuing different interests within a constrained supply system.
The industry gets paid while Australia carries the risk
The financial structure of AUKUS creates a striking asymmetry.
Australia carries the strategic risk that submarines will arrive late, require expensive refitting or be withheld because of American operational needs.
Major defence contractors, by contrast, receive contracts for ship construction, reactor components, infrastructure, maintenance and industrial expansion regardless of whether Australia ultimately receives three useful submarines on time.
Australia has committed billions of dollars to the United States submarine industrial base. In April 2026, Defence Minister Richard Marles said approximately A$3 billion had already been transferred, although he acknowledged some uncertainty about the precise figure.

The purpose of the contribution is to increase American submarine production and maintenance capacity. Strengthening that capacity may be strategically sensible if it results in more submarines and greater fleet availability.
But the money is not held in escrow until Australia receives a boat. It is being spent on American industrial capability now.
The United States Navy has also announced approximately US$76.6 billion in new submarine contracts involving General Dynamics Electric Boat and HII’s Newport News Shipbuilding. The package covers nine Virginia-class attack submarines, five Columbia-class ballistic-missile submarines, shipyard infrastructure and workforce expansion.

These awards provide manufacturers with long-term revenue, large order books and confidence to invest in facilities and recruitment. They do not guarantee that production will recover quickly enough to satisfy every operational demand and the Australian transfer schedule.
General Dynamics reported a company-wide backlog of US$136.5 billion at the end of the second quarter of 2026. Its Marine Systems division, which includes Electric Boat, generated quarterly revenue of US$4.66 billion, an increase of 10.4 per cent compared with the corresponding quarter in 2025. The division recorded an operating margin of 7.3 per cent.

At a 7.3 per cent margin on US$4.66 billion of revenue, Marine Systems generated approximately US$340 million in quarterly operating earnings:

That does not mean all those earnings came from AUKUS or Virginia submarines. General Dynamics Marine Systems also undertakes other naval work. It does show that submarine construction remains a profitable and expanding commercial activity even while governments acknowledge serious schedule and production problems.
BWX Technologies presents a similar picture.
The company reported second-quarter 2026 revenue of US$901.6 million and net income of US$89.1 million. It said growth in its Government Operations division was driven partly by naval propulsion and special materials.

For the full 2025 financial year, BWXT reported US$329.9 million in net income and a backlog of US$7.3 billion, up 50 per cent from the previous year. The company attributed much of that increase to major multi-year naval propulsion and other nuclear awards.

Again, there is nothing improper about a private contractor earning a profit for complex engineering and manufacturing work. Naval nuclear construction requires specialised expertise, expensive facilities and long-term investment.
The policy problem is that commercial reward and national capability are not aligned tightly enough.
Contractors can be paid for labour, materials, infrastructure and work performed under government contracts even when final delivery dates slip. Governments may respond to poor production by providing still more money for workforce programs, supply-chain expansion and shipyard improvements.
Industrial underperformance can therefore generate additional appropriations rather than financial exposure proportionate to the strategic consequences of delay.
For Australia, every production crisis risks becoming another argument for spending more money to protect the investment already made.
AUKUS is becoming an industrial policy that may or may not deliver the promised force
The Australian government increasingly presents AUKUS not only as a defence program but as a vast industrial and employment project.
Australia has announced billions for the Osborne nuclear-powered submarine construction yard, HMAS Stirling, the Henderson Defence Precinct, workforce development, supplier qualification and access to British and American supply chains.
In July 2026, the Commonwealth announced a further A$4.6 billion for the Osborne construction yard, bringing the announced Commonwealth contribution to that facility to A$8.5 billion.

Some of this infrastructure will have enduring defence value. Skilled employment, maintenance capability, shipyard facilities and nuclear regulation cannot be created overnight.
But industrial expenditure should not be confused with operational capability.
A shipyard is not a submarine. A workforce program is not a submarine. A payment to an American supplier is not a submarine. A rotating American presence at HMAS Stirling is not an Australian-controlled submarine fleet.
The danger is that AUKUS becomes politically irreversible because it distributes contracts, jobs and infrastructure spending across several countries, even as the original capability timetable grows less credible.
Every new contract creates another constituency with an interest in continuation. Every new facility becomes evidence that too much has been invested to reconsider the plan.
That is how procurement programs can survive repeated warnings. Financial momentum replaces strategic evaluation.
Second-hand submarines may become a very expensive bridge to an uncertain destination
The Virginia-class submarines are intended to bridge the gap between the ageing Collins-class fleet and the arrival of Australian-built SSN-AUKUS submarines from the early 2040s.
That bridge now consists entirely of used American submarines that the United States must first decide it can spare.
At the other end of the bridge sits a British-led submarine design that has not yet entered production.
SSN-AUKUS will depend on British reactor development, British and Australian construction capacity, American combat-system and weapons technology, and a multinational supply chain that is still being established.

There is a credible case for nuclear-powered submarines in Australian service. Their endurance, speed, stealth and ability to operate over long distances would provide capabilities conventional submarines cannot fully reproduce.
But strategic value does not eliminate program risk.
Australia’s first line of protection against failure is the Collins-class life-of-type extension. That program must now be treated as an essential strategic capability, not a temporary inconvenience on the road to AUKUS.

Australia must assume that Virginia transfers could be delayed and that SSN-AUKUS could arrive later than the official early-2040s objective.
Anything less would amount to planning on hope.
Australia needs a defence strategy that can survive an AUKUS shortfall
Australia should not abandon submarine capability. Nor should it pretend that the only alternatives are complete faith in AUKUS or strategic helplessness.
The country needs a funded contingency force capable of defending Australia’s maritime approaches even if the Virginia-class boats arrive late, arrive in poor condition, arrive in smaller numbers or do not arrive at all.
That force should include a properly sustained Collins fleet, long-range anti-ship and land-attack missiles, maritime patrol aircraft, autonomous underwater systems, smart mines, seabed sensors, hardened northern bases, dispersed fuel and ammunition stocks, air defence and resilient space and communications systems.
Australia is already investing in autonomous platforms such as Ghost Shark, but these capabilities must not be treated merely as adjuncts to AUKUS. They should form part of an independently credible denial strategy.
The 2026 defence strategy allocated substantial funding to undersea warfare and uncrewed systems:
No autonomous vehicle can yet reproduce every function of a nuclear-powered attack submarine. That is not the relevant test.
The question is whether a distributed combination of submarines, aircraft, missiles, sensors, mines and autonomous systems can impose unacceptable risks on an adversary while reducing Australia’s dependence on a handful of foreign-controlled platforms.
A diversified force is less politically impressive than a nuclear submarine program. It is also harder for a single American president, congressional decision or industrial bottleneck to derail.
Sovereignty cannot be subcontracted
Australian ministers continue to describe the future submarine capability as sovereign.
Operational sovereignty requires more than Australian crews and an Australian flag.
A sovereign capability should be deployable, maintainable, repairable, armed and updated without the continuing permission of another country. Australia’s future submarines will remain dependent on American or British reactor technology, nuclear fuel, specialist components, weapons, software, technical information and supply-chain support.
That dependence may be manageable within a close alliance. It should not be disguised.
The initial Virginia submarines will come directly from the United States Navy. American law and presidential decisions will determine whether they are released. American contractors will support them. American weapons and combat systems will remain central to their operation.
The later SSN-AUKUS boats may be assembled in Australia, but their reactor plants and important technologies will remain foreign-controlled.
Australia is not purchasing complete strategic independence. It is purchasing a privileged place inside an American and British military-industrial system.
That system may serve Australia well. It may also prioritise its own needs when a crisis arrives.
The real lesson of Trump’s battleship
Trump’s battleship has not yet taken a reactor from AUKUS. It has not cancelled a Virginia transfer. It may never be built.
What it has done is reveal how exposed Australia has become to the political and industrial decisions of another country.
A president can propose a new nuclear fleet built around personal spectacle. Congress can redirect money. The United States Navy can decide it needs every operational submarine. Contractors can receive larger appropriations because production remains inadequate. Australia can transfer billions into the system while retaining no enforceable guarantee that three suitable submarines will arrive on schedule.
Meanwhile, the weapons industry continues to earn revenue, expand its backlog and secure taxpayer-funded investment.
The central problem is not that defence companies make profits. The problem is that Australia bears the strategic consequences of non-delivery while industry is largely protected by the procurement system.
A serious Australian defence policy would establish transparent decision points for AUKUS, publish credible contingency options, independently assess the condition and remaining life of any proposed second-hand submarine, and require much clearer evidence that American production and maintenance performance can support the transfer schedule.
It would also stop treating expenditure as proof of progress.
Australia has committed money to American shipyards, Australian facilities, British industry, workforce programs and nuclear infrastructure. None of those commitments guarantees that an operational Australian submarine will be available when required.
Trump’s vanity battleship is therefore not the whole problem. It is a warning flare.
Australia has made the centrepiece of its future defence dependent on second-hand American submarines, an overstretched foreign industrial system and political decisions it cannot control.
The contractors are being paid.
The infrastructure is being built.
The public money is already flowing.
Whether Australia receives a timely, sustainable and genuinely sovereign submarine capability remains a much less certain proposition.
